TSA Introduces $45 Fee for Travelers Without REAL ID in New Compliance Push

The charge hits passengers 18 and older who lack the federally compliant identification or another accepted document like a passport.

The Transportation Security Administration announced recently that air travelers without a REAL ID will pay a $45 fee starting Feb. 1 to verify their identity through a system called TSA Confirm.ID. The charge hits passengers 18 and older who lack the federally compliant identification or another accepted document like a passport.

The Department of Homeland Security says 94% of passengers use REAL ID or other acceptable identification. The requirement took effect in May, but travelers without proper documentation have been allowed through security with extra screening and a warning until now.

REAL ID is a federally compliant state-issued license or identification card that meets requirements mandated after the Sept. 11, 2001, terrorist attacks. A white star in a yellow circle appears on the identification in most states. Congress passed the act in 2005, but rollout was supposed to happen in 2008 before facing repeated delays.

"Identity verification is essential to traveler safety, because it keeps terrorists, criminals, and illegal aliens out of the skies and other domestic transportation systems such as rail," said Adam Stahl, acting deputy administrator for the agency, in a statement.

The fee covers a 10-day travel period. It's non-refundable. Payment doesn't guarantee verification, and travelers whose identities can't be confirmed may be turned away, according to officials. Passengers can pay online before arriving at the airport or at the airport before entering the security line, though the process may take up to 30 minutes.

TSA first proposed an $18 charge but raised it after determining the alternative identification program would cost more than anticipated. The verification process will vary from airport to airport, and the agency is working with private vendors to offer online payment options before arrival.

Other acceptable identification includes military IDs, permanent resident cards, photo IDs from federally recognized tribal nations, and state-issued Enhanced Driver's Licenses. Digital IDs through platforms like Apple Wallet, Google Wallet, and Samsung Wallet work at more than 250 airports across the U.S.

Obtaining REAL ID requires bringing more documents to the motor vehicle agency than most states require for standard licenses. Applicants must provide documentation showing full legal name, date of birth, social security number, two proofs of address and lawful status. The cost varies by state, with some charging no additional fee while others add fees up to $30.

Children under 18 don't need identification when traveling within the United States.
